Compliance Officer
JOB SUMMARY
The Compliance Officer functions as an independent and objective body that
reviews and evaluates compliance issues/concerns within U.S. branches; responsible to ensure that branches are
adhering to governmental regulations and laws and work closely with upper
management and banking staff to guarantee the bank's policies and procedures
follow these rules. The Compliance
Officer reports to Head of U.S. Operations.
PRINCIPAL DUTIES & RESPONSIBILITIES
- Coordinate with BSA Officer
and Internal Control Representative to enhance all branch wide compliance
including credit, BSA, IT, HR, operations and accounting.
- Work
closely with Head Office Internal Audit Department (IAD) and Legal &
Compliance Department (LCD).
- Develop,
initiate, maintain and revise policies and procedures for the general
operation of the compliance program and its related activities to prevent
illegal, unethical, or improper conduct, and ensure compliance with
regulatory requirements and minimize operational risks.
- Respond to
alleged violations of rules, regulations, policies and procedures by
evaluating or recommending the initiation of investigative procedures.
Develop and oversees a system for uniform handling of such violations.
- Act as an
independent review and evaluation body to ensure that compliance
issues/concerns within the branches are being appropriately evaluated,
investigated and resolved.
- Identify
potential areas of compliance vulnerability and risk; develop/implement
corrective action plans for resolution of problematic issues and provides
general guidance on how to avoid or deal with similar situations in the
future.
- Maintain
current and extensive knowledge of the laws and regulatory guidelines by
which the bank is required to comply with.
- Monitor
compliance programs that have been put in place to ensure adequacy.
- Monitor
internal policy and procedural manual review to ensure timely update.
- Coordinate
regulator examinations (e.g. OCC & FRB) and follow up with corrective actions if any.
- Oversee vendor management program.
- Oversee
fraud control program and regular compliance inspection.
- Provide
appropriate training to U.S. branches where necessary.
- Assist
branch management and department heads in risk management programs.
- Keep
Head Office and branch management apprised of new regulatory developments.
- Complete
Confirmation of Compliance for LA & Wingspan and submit to BSA monthly
(by 10th) to submit to LCD.
JOB SPECIFICATION
Experience:
- Minimum of 5 years
of experience in the compliance environment
Education & Professional Qualifications:
- Bachelor degree in
accounting, finance, economics or related field
Skills/Knowledge:
- Ability to apply critical
thinking and strategic concepts to solve business problems
- Must be able to manage
multiple demands and priorities
- Knowledgeable about
government and financial regulations and laws
- Must possess excellent
analytical, research, and organization skills, and attention to detail.
- Excellent communication
skills (both verbal and written), influence and leadership skills
- Communication skill in
Chinese is a plus
